Sueing for money owed

I own property in Costa Rica. The property is held by an offshore corporation. My partner owes me $977 for legal fees and services related to our ownership of the property. Can I sue this land partner in my local small claims? Both myself and my partner live in the United States (San Diego)?

If payments were to be made (or charges were incurred) in San Diego, or your partner lives in San Diego, go for it.
