Taking CARla from me

Can a United States lienholder reposess a car from the owner temporarily living in Germany for late payments?

If you are in the military, you MIGHT have some protection under the Servicemembers Civil Relief Act. Otherwise, there is no provision under California law that would prevent the lien holder from repossessing your car if you were behind on payments just because you are living overseas.
