Legal Question in Credit and Debt Law in California

After what time aprox. (months,years) a repo car that hasn't been recovered by the credit company,repo man etc. is declared stolen or the condition of the car changes from repo to theft.

It depends upon the lender, and when they decide that the car cannot be repossessed. I am not aware of any specific time-frame in the law that governs when they can declare the car to be stolen. This is really a question of motor vehicle law, so you may need to consult with an attorney who specializes in that field.
