Is there a time frame where a judgement must be filed in order to collect a debt via wage garnishment?

It sounds like you are referring to a statute of limitation, which is a time deadline to file a lawsuit. You cannot get a judgment until after completion of the lawsuit.
The time deadline to file a lawsuit depends on the type of claim. If someone breaches a written contract, you have 4 years from the date of the breach to file a lawsuit. The time deadline for breach of a verbal contract is 2 years.
If you win the lawsuit, you have many options to collect the judgment. Wage garnishment is just one option available to you.
