Title
I bought a car and trying to get my title. Found out he still owes money.Trying to take him to court , but he has moved and all other information on where he works has been wrong.

You could hire a private investigator to track him down and serve a small claims lawsuit on him. Sounds like he defrauded you. An alternative could be to negotiate with the loan company to take over the loan. But, you probably paid good money for the vehicle and didn't expect to have to pay more.
