Legal Question in Credit and Debt Law in California

tricked into credit card expecting installments

After extensive car repairs at a Goodyear franchise the service manager offered a ''6 months same as cash'' described as a simple installment plan. I agreed to borrow the $1100 verbally then received an unexpected and odd credit card in the mail that turns out to be a citibank card with very complicated terms and trickery...It frightened me so I sent a check for the full amount a month later: evidently no one received or cashed my check and I was traveling for extensive period then shocked to be contacted by collection agency and on credit reports. I was tricked and there are requests for me to pay $700 fees on top of principle purchase. Illegal debt collection practices and I believe illegal credit card issued with no disclosure terms and extremely complicated statements. With my PhD and good glasses I cannot understand terms etc. Help.
