Legal Question in Credit and Debt Law in California

Unpaid personal loan

I loaned a person $2,200.00 with them giving me the pink slip to their car. I have not received any payment just promises of monthly payment. The allotted time has passed. What can I do now to try and either collect the money or get the car from them?

I don't know the proper steps to take.
