Legal Question in Credit and Debt Law in California

Unpaid Traffic Ticket

7-8 years ago, received--name removed--traffic ticket for not carrying auto insurance. Couldn't pay back then so the amount was turned over to--name removed--collection agency in year 1999 ( this is not on the credit report at all). License is currently suspended (for the last 7 years) but really need to get it back, however court does not have any receord of this citation anymore. Also, license is suspended so no record of the Driver's license (checked with DMV). Kind of afraid to contact this collection agency since certain source says that this agency has--name removed--bad reputation with their business practices (many complaints were filed with BBB). What would be the option here? Want to appear in court and explain judge to get--name removed--reduced amount but court does not have info anymore. Afraid to go to this collection agency since they could start harrassing and maybe has to pay the full amount. Kind of--name removed--dead end situation. The amount is pretty big. Please advise your thoughts. Thank you.
