Can veternarians share payment history on a website only offered to veternarians. The site allows a veternarian to show other veternarians payment history? If they pay on time or late or not at all. If this legal in CA?

First, from the zip code you provided, it does not appear that you live in California. I can only address this question as it relates to California law. If you live in another state, you need to forward this question to attorneys licensed in that State.
I would assume that in the paperwork the veterinarian had you sign when you first had your pet seen and treated, there was a provision allowing them to share payment history with other vets. I haven't actually seen this in a consent to treatment form, but I imagine that whomever structured the system that allows them to share this information also provided them with the requisite consent forms. If you know that a vet has shared this information, demand that they provide you with your written consent allowing them to do so. If they cannot provide it, then it is possible that sharing that information violates a privacy right, but I cannot say for sure as I've literally never heard of this.
