Wage Garnishment Student Loan Collection Agency

I recently discovered that I have a defaulted student loan (it was with an unknown company). I contacted the collection agency who then stated that a financial statement (which included my spouses financial/empolyment information) was required in order to participate in the loan rehab. I declined to provide spouse info and indicated the monthly amount I could afford. They refused and stated they needed my spouses info. I asked for all for their policy/documents that require me to provide this information along with verfication of the loan (2nd request..1st was made by mail) and they ignored the question, stated that the loan will be placed for wage garnishment that day and hung up on me. What are my options. My only goal is to verify the loan & set up a monthly payment plan and they refuse. It is my understanding that they are required by law to provide me with this information and an opportunity to repay the loan. The loan was incurred prior to my marriage and has nothing to do with my spouse. Is there any legal action I can take to begin making payments on this loan without garnishment?
