Legal Question in Credit and Debt Law in California

Wage Garnishment

My wife who is self-employed was serve with Form 982.5 (Earnings W/Holding Order) or Wage garnishment. It was address to the employer, my wife and also named as an employee. Does this apply to her status as self-employed although she does not file a W-2 and only file our taxes jointly at the end of the year as business income?
