wage garnishments

I have a 2 year old traffic ticket for 1. no seat belt and 2. not being able to provide proof of insurance. I tried to get the charges dropped from 1700.00 to the no seat belt pls fines to 300.00 but it went to Central Collections & they were not willing to work with me. The car was registered in a family m,embers name & she had insurance on the vehicle, but I'm the one driving so I got the ticket. My employer just recieved a wage garnishment notice. Can they garnish my wages if my income is low? What are the laws on this and what do I do? Please help A.S.A.P. Please contact me via email if possible so I can get this resolved....

The time to deal with your traffic ticket was 2 years ago. I bet it wasn't $1700 then.
