If my wages have been garnished and I opted to make a voluntary agreement to have a lesser amount taken aout of my paycheck each week, does the garnishment become null and void when the payments become voluntary?

The garnishment is not null and void it just has been replaced by an agreement with your creditor which you should get reduced to writing for your own protection. Also you should be aware that even though you have a garnishment depending on who has it they can only take a certain percentage of your income and you may get allowances for certain living expenses.

Get the agreement in writing and after you do that make sure they send a copy to your employer so they take the agreed amount not what they are entitled to take with a garnishment.
