Widow's Debts?
Am I responsible for the debts my husband incurred prior to his death if my name is not ALSO on the agreement/contract?

When was the debt incurred? If it was incurred during the marriage, probably. If it was incurred before the marriage, probably not. You should talk to a probate attorney.
