Legal Question in Criminal Law in California
I have over $5000 in court fines in California that has been sent to a collection agency. The courts have a hold on my drivers license until they are paid off in full. This is a difficult situation as I need a driver's license to get back and forth to my current job. How could I set up a payment schedule with collections to pay fines off and have the courts simultaneously lift the hold of my drivers license until I pay off my fine?

There is a traffic amnesty program that may help with just this situation. You'll have apply through the court though.
