Yes, the age of consent is 18 in California. It doesn't matter their school status.

What matters is the person's age, not how far he or she has progressed in school.

Back when the law first set ages of consent, most adults didn't finish high school. Many don't, even today. It would make little sense to say they can't consent to sex.
