what does it mean when a person gets sentenced 15 to life? or 25 to life?

It could mean never being released from prison. The CDCR sets the "minimum parole" hearing dates after receipt of a lifer. It all starts at the "minimum" of 15 or 25 and can...and almost always does go higher under current rules. Many factors are at work in this determination.
