Legal Question in Criminal Law in California
ok myself and 14 other people were ripped off by a 17 year old over the internet he is in new york and we are scattered across the country we all made trades with him and sent our sides first and now he refuses to send anyone there stuff and there money i was wondering if there was any legal action we as a group could take besides a lawsuit to get him to either pay up or return our stuff according to my research it looks like wire fraud but i could be wrong

It's a civil question ... I would say report to the Attorney General or the police local to him ... may go to a different agency ultimately since it would be more a Federal Issue.
