The Fourth Amendment to the U.S. Constitution gives us the right not to be subjected to unreasonable searches and seizures, and requires the government to get a warrant before conducting most searches or seizures.
"4th waiver" is shorthand for a waiver of these rights. A person who has waived them -- which is often done in order to be released on parole or probation -- is subject to warrantless searches, with or without cause, of his person, home, vehicles, possessions, etc. at any time.
