Accessing records

How may I access records of someone close to me? He said he did time, and his records would be sealed in September; however he did not reveal the reason for his arrest, and I would like to know.

It seems that you just want to know what the conviction(s) was/were for. If so, there are public records searches available over the internet, and if you know what court the conviction came out of, you may even be able to simply call the criminal clerk and give the person's name and date of birth to learn the code sections of any convictions out of that particular court. However, your best bet is to hire a private investigator (get a referral from a criminal defense lawyer) to simply find out this person's criminal history for you. You don't actually need to send an investigator to get you a court file, just hire one to access the information. Most investigators nowadays subscribe to in-depth records search engines which can access such information very quickly.

In California court records are public records, and can be viewed by anyone. Since you are in New York you can hire a private investigator to copy the file, which can be expensive, usually $1.00 a page. The cost of getting a copy of the judgement and sentence should not cost more that a few dollars for the copies.
