someone is trying to accuse me of breaking his jaw and stealing his phone when i have witnesses that know i didnt hit him or take his phone the only thing someone took was drugs? its been over 4months since the incodent happend what should i do? he keeps threating me and harrasing me? he files a report over 4months ago and nothing has happend?

Personally, I would tell him to leave you alone. If he doesn't stop, you can go to court and obtain a restraining order to prohibit harassment. (Telephoning, stalking you, confronting you, harassing you.)
He may have filed a police report, but that does not necessarily mean that you will be charged or even arrested. Depending on the charges, they may be subject to a statute of limitations. I suggest keeping the witnesses phone numbers and address handy in cases charges are filed.
