Legal Question in Criminal Law in California
If someone has been accused of something and then told that he has been vindicated. Is there any paperwork that they would need to sign? If all the charges had been dropped I would think that any paperwork could and would be mailed out. It just seems as though they are trying to lure this person in or that something else is going on.

Merely being "accused of something" does not imply that charges have been filed. If no charges were filed, then there is nothing to drop.
Besides, you haven't even told us who made the accusation or who said the person had been vindicated. For all we know, these people have no authority to bring or dismiss criminal charges.
