Legal Question in Criminal Law in California
I came across an ad in the lost and found today and someone who had found a dog was demanding that in order for them to return the dog, the owners would not only have to provide proof that it was their dog, which is totally reasonable but also they required that the owner pay for the dog to be micro chipped and neutered or they would not give it back. Could they be arrested for theft if the owner decides to contact police?

Although it's anybody's guess whether or not the police would be interested, stealing dogs is against the law. Being a busybody should also be against the law, but unfortunately isn't.
