Legal Question in Criminal Law in California
I am an adult by law and I am dating a minor. Her mother doesn't want me dating her and has threatened to call the police. If my girlfriend and I are hanging out without her mothers consent is that considered kidnapping? Thank you.

It isn't kidnapping. If the two of you are having any kind of sexual contact, though (not limited to intercourse), it's a serious crime that could get you a prison term and a lifetime of registering as a sex offender.
Whether you are having sex or not, your girlfriend's mother may very well be able to get a restraining order against you. That is also something you won't want on your record.
