advice

a grand father was seen sitting on the floor, and the grand daugheter age 9 was getting hyper and climbed onto his neck wiggling and moving around with a skirt on now.

he has a past history of sexual perversion of all types. what do we do since we saw this he says and from what the witness saw nothing happened, but this is not right. the girl was told by grandma get down, this is inappropriate behavior for a little girl to do with any man or boy. please write me back at the person's email i borrowed. thanks

Nothing in your question suggests that the grandfather was doing anything illegal. He is responsible for his own actions, not the little girl's. Her behavior cannot make him guilty of a crime.
