If I am over the age of 18 and marry a 16 year old [with her parents consent] in Nevada, can my wife and I live in California and have sex legally? What about drinking alcohol?

California will respect a valid Nevada marriage. Whether your marriage will actually be valid is a question of Nevada law.
The drinking age in California is 21 whether you are single or married.
