Is it possible to press leagal action against the department of Motor Vehicals and the department of Social Security for giving illeagle aliens drivers licences and social security benefits?

I suppose, but it would be almost impossible to win such a case. Individuals generally are not allowed to sue over government policies they don't like, so your proposed lawsuit would likely be dismissed quickly.
