No. An apostille served three purposes: it certifies the authenticity of the signature on a document issued by a foreign government; it states the capacity in which the person signing the document acted; and it identifies any stamp or seal affixed to the document. It does not give the bearer of the authenticated document any special legal privileges.

While the apostille itself will not keep someone out of jail, the document it authenticates might. The only such documents I can think of offhand are those which show the bearer has diplomatic immunity, but there may be other types as well.
