Legal Question in Criminal Law in California

Arested for violation of 647( F )

My question is: Nobody did any evaluations or tests on me,to proof that I was drunk,when or before the peace officer took me to the correction facility.They didn't do anything in the facility either.Can they charge me for the PC 647(F) violation?I was todally fine to exercise care for my own safety or the safety of others.I did not interfere with or obstract or prevent the free use of any street,sidewalk,or other public way.Can the judge find me guilty of anything.I was hiding from police in bushes because I thought that somebody is stocking me.I don't understand why they were following me anyways.Thats why I was arrested!!! Could you help me?
