This is an interesting question. Any legal action would have to be done in Federal Court. The procedure would appear to be obtaining a writ of habeas corpus. This would filed with the federal court. State courts have an on call judge that is available 24 hours a day 7 days a week. I would expect that the federal court has a similar arrangement. You need to contact an attorney that has experience with federal court and if possible the military.
Contacting your local congress person may get the Army moving on this case.
