If somebody is been issued an arrest warrant for theft from the courts of maryland, when they are living presently in california, what can be the consequences and how emmidiately an action needs to be taken?

You can be arrested anywhere in the US on a warrant from Maryland, and sent back to Maryland to face the charges. This is called extradition. If you get stopped for any minor violation in CA and if the officer runs a warrant check, you can be arrested on the warrant and sent to Maryland. This never goes away by itself. It is important to do something about it, and it's possible to resolve it without going back to Maryland. I would see a criminal lawyer immediately.
