Legal Question in Criminal Law in California
Being arrested over and over but never charged.
My brother pickets every thursday at a old company he use to work for, on the sidewalk (public). We feel the owner has a police officer friend, who recently arrested by brother, so far, 3x and keeps him in jail pending charges of disorderly conduct, for about 2-3 days at times and when trial comes, the charges are dropped and he's free to go. Is this legal for the officer to keep arresting him to just keep him in jail and never charge him? What can he do to stop this?

Unfortunately, yes. They can pretty much get away with it. The only requirement is that they need to put him in front of a magistrate with charges more or less within 48 hours of the arrest.
