Legal Question in Criminal Law in California

I was arrested for committing bribery. If I know someone else who is committing bribery whom is in the same department as I was then can I inform prosecutors about this to get a better plea bargain?

Don't try to plea bargain on your own. You could make your situation much worse instead of better. Get a lawyer and have him or her do it for you. If you can't afford a lawyer, the court will appoint one for you at public expense.
