if you are arrested for under the influence of a controlled substanceis t legal for the police to test urine and blood if you are not on probation or parole especially if you were tested urine first and refused blood isn't that called double idemnity

No it's not double indemnity. If the police arrest you for being under the influence of a controlled substance, they may ask you to submit to a urine or blood test. If you refuse, they may introduce evidence at trial that you refused. The prosecutor is also allowed to have the jury read an instruction that states that if you refused a urine or blood test that they may presume you were guilty.
