Legal Question in Criminal Law in California
I was arrested in November In Santa clarita. When I got bailed out they only returned my cell phone back and kept my purse ( which contains my house/car keys, wallet, cosmetics, sun glasses, belt, and my green card). I asked for my purse upon my release and was told it's stored as ( bulk) item and I have to come back for it. On my property voucher it I called them a few days later and they told me I couldn't claim it because the purse was not written down On my property voucher. How can I get my stuff back?

If it was not written down then you are out of luck. If you signed off on it then it is a rebuttable presumption that they returned your items. If it is on your voucher and you didn't sign it then you could sue them for damages.
