i was arrested for 11550 can officer then allow me to drive vehicle

If you were arrested, you'd be cuffed and stuffed and your car would be impounded. I think what you are trying to say is, you received a citation and the officer let you drive home. The police department could be sued if they let an intoxicated person drive home, obviously you were not intoxicated, and I am sure this fact will help your lawyer defend your 11550 case.
