attempted murder

can you be charged 2 years after a crime was committed? can you be held in jail for a month without being appointed a public defender?

Yes, you can be charged 2 years after as long as the statute of limitations has not run out. I am sure it has not on an attempted murder.

You should have gotten your public defender appointed at arraignment right after your arrest. Not having a lawyer appointed after a month is unusual and might be grounds for a future argument on appeal that your right to counsel has been denied. In the meantime, you should insist to get a lawyer asap.
