Can a attorney charge you for a letter that he or she decides to write you, after your case was finished so they could keep more of your retainer deposit

It depends what your written retainer agreement says. You might discuss this issue with the attorney, and consider whether the content was substantive or something like "Thank you for allowing me to represent you. I'm now closing my file." If you believe the charge is unfair, you might seek non-binding arbitration of the issue with the local bar association.
