if im out on bail and i received new charges can my lawyer get my discovery prior to me being arraigned on the new charges

The discovery in the new case could relate to the old case, so your lawyer could certainly put in a discovery request for ir. But it probably wouldn't be ready until your arraignment on the new charges. And your lawyer doesn't represent you on the new case until he or she is retained (or appointed), so get out your checkbook.
