Legal Question in Criminal Law in California

I do not handle criminal law matters, but logically if he is supposed to be in San Diego, he is subject to arrest any where else. Why move without first checking with the parole officer? he better move back to San Diego if his residence is required there and then see his parole officer, who may ask for proof that he has been living in S.D. If he just chooses to ignore that terms of his probation, sooner or later he will be found in violation and likely sent off to jail, especially as a judge will see him as being irresponsible.
