my boyfriend is in jail. he is facing some time and has two strikes. h e is willing to become a ci for the local police. will this get him released?

In any case don't discuss such things on line. The best person to talk to is his lawyer.
He should not be discussing such things with you. Whether he is discussing it on the phone, during visitation, or by mail the conversation may be recorded by the jail and given to the prosecutor or to other inmates.
The prosecutor may be willing to make a deal with your boyfriend, or she may not. If she is, that deal may or may not involve dropping the charges against him. Given your boyfriend's background, he will probably have to offer some very valuable information in order to get the kind of deal he wants.
He needs a lawyer ASAP if he doesn't have one already. The lawyer will know how to negotiate a deal with the D.A., and will be able to ensure that the written agreement doesn't contain any surprises.
