Legal Question in Criminal Law in California

My brother is incarcerated at Fresno County Jail. He was put in solitary confinement just a couple of days ago for no reason. He is representing himself on a legal matter and they have stopped him from going to the law library and not letting his parelegal come to visit him. My question is are his rights being violated? His phone was turned off also so when he was at the law library he found out that they were not allowed to turn off his phone if he was representing himself due to he needed to keep intouch with the paralegal who is helping him.He tells me know they are turning off his phone again just to taunt him. He is very depressed and suicidal my mom and I are very worried about him. If you know of any advocates or resources that could help us we would greatly appreciate it.

I'd start by having him get rid of the unsupervised paralegal and getting an attorney.
