my brother has a restraining order from his baby's mom and they are living together. they do drugs and fight in front of their 9 month old baby. And my brother has told my mom that he sells his food stamps for drugs. What can we do to report him?

There are a few things you can do. Call CPS which usually will result in an investigation within 10 days. They are 24/7. Beware, however, if they don't believe the situation is severe child endangerment, they may close the case. In this case, they 'MIGHT' remove the child from the home and then look for family placement. Then they start reunification and other steps to try to stabilize the situation.

You might also consider retaining an attorney and filing for guardianship. Talk to some attorneys and interview them. Whatever you do, don't put if off too long. The 9 month old is learning and being affected daily. You may be the only reasonable person in the baby's life.
