If business 1 uses business 2 phone numbers to divert sales. business 2 incurs 100 calls a day because of this resulting in a loss of over a 100,000 dollars in sales. Can business 1 be charged with a felony?

Yes, and they can be sued, if they improperly diverted the phone calls or defrauded the phone company into switching the number.
