There is no Article 23 (XXIII) of the Calfornia Constitution. Thanks for asking me to look that up on the Internet, and finding that out. Oh yes, the law turns on the facts. Even if there was an Article 23. I'd not be able to answer your question about how it would help. Because I don't have a clue as to the facts of your case.
