Legal Question in Criminal Law in California

California Criminal Law: The State contends that accepted a plea bargain that was more serious than the original complaint. A plea bargain cannot be offered for a serious felony unless they can't prove the original complaint. How is it possible to plea bargain a more serious felony when they had no evidence to convict on the first. Makes no sense unless the PD just through me under the bus. Even then, shouldn't the Judge picked it up? Are there guidlines for plea bargaining ?? Isn't a plea bargain something of a lessor charge?
