I have a friend who was convicted more than 20 years ago under PC 311 (now 314), a misdemeanor. PC 290 (''Megan's Law'') requires registration as a sex offender per this offense. My friend refuses to register and is offended by the mere suggestion that he should be branded a 'sex offender' when his only offense was police vice entrapment.
How may I dissuade him to reconsider this decision? I did suggest that, should he be arrested in the future, the PC 311 arrest and conviction information would appear, subjecting him to arrest and prosecution under PC 290.

Try reading him the text of PC 290(g)(1):
"Any person who is required to register under this section based on a misdemeanor conviction or juvenile adjudication who willfully violates any requirement of this section is guilty of a misdemeanor punishable by imprisonment in a county jail not exceeding one year."
If that doesn't persuade your friend I don't know what will. If he is arrested for failure to register, his belief that he was entrapped 20 years ago and his indignation about having to register won't matter one bit. What *will* matter is that he is required to register and that he hasn't done so.
