California Prison Overcrowding
Is it true California Prisons will have to release inmates to compensate for the overcrowding problem?
Who would be eligible for early release? Can plea bargains be amended?

Yes, the Federal Court is threatening to force California to release prisoners, because overcrowding and current conditions are considered so awful as to be unconstitutional. It is possible that the Federal Court and California will strike some kind of a mutually agreed upon deal which will result in some prisoners being released. While no one really knows what the final outcome will be, you can pretty much assume that non-violent and non-serious offenders, such as drug users and sellers or white-collar offenders, would be first in line to be released.
