Legal Question in Criminal Law in California

I was caught shoplifting $10 worth of makeup on a Navy base at the Exchange on Aug. 30, 2011. I just today (11-22-2011) received a Notice to Appear at the United States District Court - US Bankruptcy Crthse in Santa Barbara, CA. I am being charged with "public money, property or records".

I don't really know how to proceed. I obviously have to go to court, but should I have a lawyer? I can't afford one :( I did shoplift, there's really no getting around that, but would a lawyer be able to get me a lesser sentence if I plead guilty? I have a clean record and I'm just really nervous. I know what I did was stupid and I will never do it again. This is humliating. Please help. I really don't know what to do.

Yes you should have a lawyer. If you cannot afford a lawyer, you should ask the court to appoint one for you.
