does the CDC have to reimburse an inmate monetarily for holding them without reason past their release date

If the CDC really had no reason, then the inmate probably has a decent wrongful-imprisonment case. That's a reasonably big "if", though. Inmates often miscalculate their release dates and/or are misinformed about their eligibility for release.
